Kuching: The Commercial Vehicles Licensing Board (LPKP) Sarawak has announced that all commercial vehicles under Phase 1 are required to submit a certification slip verifying the installation of the Speed Limitation Device (SLD) as a supporting document when applying for or renewing licences with the board.
According to LPKP Sarawak Chairman, Michael Kong Feng Nian, this move aims to ensure full compliance with the mandatory SLD installation rule, which takes effect on 1 October 2025.
“The requirement aims to curb speeding among heavy and commercial vehicles, thereby ensuring the safety of all road users. The implementation of this policy is being carried out in phases.
“Currently, the SLD requirement is applicable to commercial vehicles built after 1 October 2015, specifically express buses and goods vehicles with a BDM exceeding 3,500kg. Beginning 1 January 2026, the requirement will be extended to vehicles built before 1 January 2015,” he said in a statement.
With the installation of the SLD, Michael Kong said that the maximum speed of these vehicles will be limited to 90 km/h, ensuring safer operation on our roads and highways.
However, Kong noted that many vehicle owners have yet to install the SLD due to technical constraints or the limited number of certified bodies available to carry out installation verification.
“In such cases, LPKP Sarawak will only issue licences valid for one (1) year instead of the usual five (5) years. These licences will also be conditional, requiring licensees to submit proof of installation before their next renewal,” he explained.
He added that this approach allows for a gradual transition toward full enforcement of SLD installation across all applicable commercial vehicles.
“LPKP Sarawak remains committed to prioritising road user safety while working closely with the Road Transport Department (JPJ) Sarawak and other enforcement agencies to maintain high safety standards without disrupting industry operations,” he said.
